We are seeking a highly motivated and detail-oriented MUD Project Manager to join our collaborative and dynamic team in Houston, TX. You will play a crucial role at RG Miller by overseeing and managing a series of utility infrastructure projects within Mutual Utility Districts (MUDs). These projects will involve water, sewage, drainage, and other public utility systems. In this role, you will work closely with licensed professional engineers, providing guidance and leadership throughout the planning, design, and construction phases. What You Will Do:

  • Plan, schedule, assign, supervise, and motivate the work of project team members involved in MUD-related utility infrastructure projects.
  • Effectively manage all aspects of MUD projects, from initial concept, through design, to final construction and completion.
  • Oversee the design of utility infrastructure projects, including water, sewage, drainage, and other essential public utilities.
  • Ensure performance of QA/QC procedures on all project deliverables to maintain high-quality standards.
  • Coordinate and supervise construction work performed under contracts, ensuring the interpretation and revision of plans and specifications as needed while maintaining accurate records and reports.
  • Provide direction to staff involved in the design and preparation of drawings, plans, specifications, and estimates for utility infrastructure projects.
  • Manage multiple MUD projects simultaneously, ensuring adherence to budgets, schedules, and deadlines.
  • Monitor projects to ensure compliance with federal, state, and local regulations, and coordinate activities with relevant project approval agencies.
  • Represent client interests professionally in meetings and conferences with stakeholders, addressing concerns and providing solutions.
  • Attend and represent the firm at MUD board meetings as required, providing technical insight and project updates.
  • Participate in and contribute to industry associations, conferences, and professional events to stay current with trends and expand the firm’s presence.
  • Review and interpret technical engineering reports and studies, analyze findings, make informed decisions, and communicate results to clients and stakeholders.
  • Serve as an internal consultant, providing valuable input on project decisions and collaborating with team members to reach effective solutions.
  • Recommend and refine departmental procedures, identifying and implementing “best business practices” for MUD project execution.
  • Support pre-contract and business development efforts, serving as a technical consultant to potential clients.
  • Prepare clear, concise correspondence and technical reports using proper punctuation, spelling, and grammar.
  • Perform other duties as requested to ensure project success and client satisfaction.

 

Your Qualifications:

  • Bachelor’s degree in Civil Engineering or a related field.
  • Valid Professional Engineer (PE) licensure in the state of Texas (TX).
  • 7+ years of progressive experience in civil engineering with a focus on utility infrastructure design, construction, and permitting in MUDs.
  • 5+ years of project management experience, including the supervision and development of junior engineers.
  • Proficiency in AutoCAD Civil 3D or other relevant design software for utility systems.
  • Strong understanding of local, state, and federal regulations for utility infrastructure and MUD projects.
  • Ability to read and interpret construction drawings, technical documents, and legal contracts.
  • Demonstrated ability to apply sound engineering principles in project design and problem-solving.
  • Excellent written, verbal, and presentation communication skills, with a professional demeanor.
  • Ability to effectively manage, mentor, and lead a diverse team of engineers and project professionals.
  • Proven ability to build and maintain strong relationships with clients, contractors, and regulatory agencies.
  • Self-starter with a proactive approach to project management and business development.
  • Collaborative team player with excellent interpersonal and social skills.
  • Willingness and ability to seek out new business opportunities and expand the client base.
